So a stale address, or one head-office address covering four sites, is the information available at the worst moment of your business's life. That's the whole risk, and it's fixable this afternoon. Meanwhile the law has moved: the Triple Zero Custodian and Emergency Calling Powers Act 2025 commenced 1 November 2025, creating a Triple Zero Custodian, giving the ACMA power to direct industry action, and adding enforceable duties to test Triple Zero during upgrades and maintenance and to communicate during significant outages. Three actions: one registered address per physical site, confirm no dial plan or call-barring rule blocks 000, and a charged mobile on every site. Never test by dialling 000. Four O'Clock in the Warehouse

A contractor goes down between two racking bays. It's ten past four. The nearest person runs to the wall phone by the roller door — the one nobody has touched in eight months — and dials 000.

Three things now determine what happens next, and none of them is about the ambulance.

Does that handset dial 000 at all?

It's the most locked-down phone in the building, because somebody sensibly restricted it to three internal extensions two years ago. Did that rule carve out emergency numbers? Nobody has ever checked.

What address does the call present?

The warehouse is on a different street to the office. If the whole account carries one address, the operator receives the office — six kilometres away, past two sets of lights.

Can the caller say where they are?

Under this much stress, in a building they've worked in for a month, with a unit number they've never had to recite. Is the address written anywhere near that phone?

Every one of those three is a five-minute administrative task that costs nothing. Every one of them is invisible until the day it isn't. This article is about closing all three.

What the Operator Actually Receives

Almost nobody who buys a phone system knows how an emergency call works, which is fair — it's the feature you hope never to use. But it explains every decision below, and it takes a paragraph.

When somebody dials 000, the call doesn't go to police, fire or ambulance. It reaches an emergency call service operating under a statutory framework, where an operator establishes which service is needed and in which state, then transfers the call to the relevant emergency services organisation. Travelling alongside the voice is information about where the call came from — and that data is what gets help to the caller if the caller can't say where they are.

Your softphone does not send GPS to the emergency operator

A softphone is an application making a call over a telecommunications service. The location carried with an emergency call comes from the service record, not the device. Your phone's GPS is not in that path at all. So someone dialling 000 from the app in a warehouse across town presents whatever address is on their service.

This isn't a flaw a better app would fix. It's a consequence of the emergency call framework being built around identified services at known addresses — which is exactly what makes it dependable for the vast majority of calls. The right response isn't to distrust the system. It's to keep your half of it accurate.

The Three Ways Businesses Get It Wrong

1. The address is stale

The most common by a wide margin. A business moves, and updates the address on its invoices, its website, its Google listing and its letterhead. The one that matters in an emergency is on a service record nobody looks at. Add to that: new estates and new developments where the street may be more recent than some address databases — worth verifying explicitly if you're in a new community, as covered in getting connected on LightFast GPON fibre.

2. One address is covering several sites

A second branch, a warehouse, a workshop or a shopfront added later, all silently inheriting the original address because nobody was asked the question. Hybrid work made this dramatically worse: every home worker on the account presents the office too.

3. Call barring quietly blocked it

This one is entirely self-inflicted, and we see it more than the address problem. A business restricts outbound dialling to control costs — internal-only extensions, access codes for outside lines, international barred, a warehouse phone locked to three numbers. Sensible cost control. And unless it was configured carefully, it can also block 000.

Four configurations to check today
  • Call barring rules. A rule permitting only internal calls must carve out emergency numbers explicitly. Many don't by default.
  • Access codes and prefixes. If your system needs a 0 or 9 for an outside line, does 000 work without it? On a well-configured system, yes. Verify rather than assume.
  • PINs and account codes. Never require one for an emergency call. Nobody remembers a code under stress, and the caller may be a visitor or a contractor.
  • Lobby, lift, warehouse and public-area phones. The most locked-down handsets in the building, and frequently the nearest one to an incident.
Do not test this by dialling 000

Emergency operators handle an enormous volume of non-genuine calls, and a test occupies a line somebody else may need urgently. Verify the configuration in the system instead — that's where the answer is. If you want the call path verified end to end, ask your provider to arrange it properly; carriers have processes and test facilities for exactly this.

The Word "Certain" in "Certain VoIP Services"

Official guidance says you can call Triple Zero from any fixed or mobile phone, from a satellite phone, and from certain VoIP services. That qualifier is doing enormous work.

Emergency call access isn't an automatic property of anything that can make a call. It depends on the service coming from a carriage service provider that carries emergency calls and passes the required information. Which produces three quite different products sitting side by side in the market:

Blackouts, and the Mobile in the Drawer

A fixed VoIP service needs working power and a working connection. In a blackout that path is gone — and it's worth saying plainly that this isn't a peculiarity of cloud telephony. A modern nbn connection can't carry a call without power either, and new fibre estates have no copper line to fall back on at all. The old picture of a phone that worked in a blackout describes a network that has largely been switched off.

So the plan can't depend on the building. Three measures, ascending in cost:

Your One-Page Emergency Calling Policy

Copy this, adapt the bracketed parts, and put it in your induction pack and on the wall near your fixed phones. It's the shortest useful document in this article.

Emergency calling — [Business name]

1. In an emergency dial 000. It works from any phone in this building and from any mobile, including a locked mobile with no credit and no SIM.
2. This site's address is: [full street address, unit/level number, suburb, state]. Say it to the operator. Don't assume they have it.
3. If you are not at a company site — a home office, a client site, a job in the field — use a mobile, not the VOCPhone app. A mobile tells the operator roughly where you are; the app tells them the address on your service record.
4. In a blackout or internet outage, use the site mobile, kept at [location], or your own mobile.
5. 106 is the text-based emergency service for people who are deaf or have a hearing or speech impairment, via a TTY device. You cannot text 000.
6. Never dial 000 to test the phones. Report any concern to [name/role].

And the administrative half — the ten-minute check for whoever owns the phone system:

  1. Confirm the registered service address for every site on the account. If you do only one thing, do this.
  2. Confirm 000 dials from every extension with no prefix, code, PIN or supervisor.
  3. Check the lobby, lift, warehouse and public-area handsets specifically. The most locked down; often the closest to an incident.
  4. Put the site address on a label on or near fixed phones so a caller can read it out. Cheapest control in this entire article.
  5. Register home addresses for permanently home-based staff where per-user addresses are supported.
  6. Identify a charged mobile per site and tell people where it lives.
  7. Add a UPS to the router and network equipment.
  8. Set a six-monthly reminder to re-check addresses, plus a trigger on any move. Addresses drift; reminders don't.

000, 112 and 106 — Killing the Myths

Three numbers, and a stubborn amount of misinformation. Worth correcting in your workplace, because the myths waste seconds that matter.

Emergency outbound is one problem. Customers reaching you is the other — and the answer should be routing, not voicemail.

Where This Sits in Your WHS Obligations

Worth being clear about scope. Australian work health and safety duties require employers to have arrangements for emergencies, including for securing medical treatment and for communication with emergency services. Nothing in this article replaces your emergency plan. What it does is fill in a piece of that plan most businesses have never examined: whether the phones in your building can actually reach 000, and whether the information they carry is correct.

Can you even call Triple Zero from a VoIP service?

Access to the emergency call service is not an automatic property of anything that can make a phone call.
